The message may well go in, but will it remain front of mind after our chap has concluded his evening with a binge drinking session? It might have more effect if he could be shown the ad just before he left the drinking venue. Maybe one shouldn't even be allowed to leave a bar until one has been made to view various salutary public service messages of this kind. The ad could also be shown effectively on those moving screens around Piccadilly to catch the attention of the drunks as they reel around Eros wondering what to do next.
But I have a worrying feeling that the main purpose of ads like these is to make the rest of us feel better. At least, they seem to say, we tried to do something about an intractable problem that to some extent defies logical explanation.
